The rules you have to meet in Turkey
Three separate things govern a WhatsApp message to a Turkish number: who regulates the network, what the law says about consent, and what the data protection regime requires of the record you keep.
The Information and Communication Technologies Authority (BTK) regulates telecoms. It was founded as the Telecommunications Authority by Law 4502 of 2000 and took its current name under the Electronic Communications Law of 2008. Commercial messages answer to a different body: the Ministry of Trade enforces Law 6563, and consents are recorded in the Ileti Yonetim Sistemi (IYS), the national message management system that a 2017 amendment authorised and TOBB set up.
