The rules you have to meet in Spain
Three separate things govern a WhatsApp message to a Spanish number: who regulates the network, what the law says about consent, and what the data protection regime requires of the record you keep.
The CNMC (Comision Nacional de los Mercados y la Competencia) supervises Spain's electronic communications market, but the body that fines unsolicited commercial messages is the Spanish Data Protection Agency (AEPD): article 43.1 of the LSSI gives it the sanctions for spam. A provider that names only the CNMC has named the wrong regulator for this question.

Spain guarantees a weekly rest of a day and a half, as a general rule Saturday afternoon or Monday morning plus all of Sunday. That is article 37.1 of the Workers' Statute. Sunday trading is the regions' call within a national floor: Ley 1/2004 lets shops open on at least 16 Sundays and public holidays a year, and no region may cut that below 10.
