Three separate things govern a WhatsApp message to a Pakistani number: who regulates the network, what the law says about consent, and what the data protection regime requires of the record you keep.
The Pakistan Telecommunication Authority (PTA) regulates telecoms. It was established under section 3 of the Pakistan Telecommunication (Re-organization) Act 1996, and the spam and direct marketing rules that bind a WhatsApp sender sit in a separate statute, the Prevention of Electronic Crimes Act 2016.
