What Meta charges to message an Italian number

Two things follow from this that a provider quoting one global price will not tell you. The rate is set by the country of the person you are messaging, not by where your company is. And from 1 October 2026 Meta introduces a monthly free tier for service messages and begins charging for utility messages sent inside an open 24 hour customer service window, so a budget built on the current rules needs rechecking before that date.

The rules you have to meet in Italy

Three separate things govern a WhatsApp message to a Italian number: who regulates the network, what the law says about consent, and what the data protection regime requires of the record you keep.

AGCOM (Autorita per le Garanzie nelle Comunicazioni) regulates, supervises and sanctions Italy's electronic communications market, from numbering plans to retail telephony, but marketing messages are policed by the Garante per la protezione dei dati personali, the data protection authority. The national opt-out register for marketing, the Registro Pubblico delle Opposizioni, has taken mobile numbers since 27 July 2022, yet it covers telephone and paper mail marketing only: a message needs consent instead.

Article 130 of the Italian Privacy Code (Legislative Decree 196/2003) permits automated marketing communications only with the subscriber's or user's consent, and its second paragraph extends that rule to email, fax, MMS, SMS and electronic messages of any other type. The one exception, in the fourth paragraph, is the email address a customer gave you in a sale, used for similar products of your own, provided they were informed and have not refused.

Italy's weekly rest is at least 24 consecutive hours every seven days, as a rule on Sunday, under article 9 of Legislative Decree 66/2003. Shops are not held to Sunday: since 1 January 2012, under article 31 of the Salva Italia decree, they may trade without any limit on hours and with no duty to close on Sundays or public holidays.
