The short answer

Yes. A business registered in Turkey can use the WhatsApp Business API. You connect through Meta's WhatsApp Business Platform, usually with a Business Solution Provider (BSP) that handles the technical connection and gives your team an inbox. You need a verified business, a phone number you control, and customers who have agreed to hear from you.

The API is not the free WhatsApp Business app. It is built for teams that answer many customers at once, route conversations to the right person, and connect WhatsApp to other business systems.

Who the API is for

The app on a phone works well for one person answering a few chats. The API fits when several people share one number, when questions repeat all day, or when bookings, orders and payments must be recorded somewhere. If a customer asks in the evening and nobody answers until noon, that is usually the moment to consider it.

Steps to set up the WhatsApp Business API in Turkey

  1. Name one job first. Pick a single use, such as answering product questions, confirming bookings or following up on orders. One clear job makes every later choice easier.
  2. Prepare your Meta business account. Create or find your Meta business portfolio. Have your legal company name, address, website and registration documents ready for verification.
  3. Choose a provider. Ask each BSP who owns the account, how conversations are handed to people, which languages the team and the automation can handle, and how pricing is billed. Meta sets its own conversation and message charges, so check Meta's current rate card rather than relying on a blog post.
  4. Pick the phone number. Use a number your company controls and can receive a verification code on. Check Meta's current documentation on whether the same number can stay active in the regular WhatsApp app.
  5. Set the display name. It must clearly match your business and is reviewed by Meta.
  6. Record opt-in. Decide where customers agree to receive WhatsApp messages, and keep a record of when and how they agreed.
  7. Write message templates. Messages you start outside the customer service window need an approved template. Write them in the language your customer uses, including Turkish where that is who you serve.
  8. Plan the handoff. Decide which questions a person must answer, who that person is, and what the customer is told while they wait.
  9. Test with your own team. Send real examples, read the replies as a customer would, and fix what feels unclear before going live.

Turkish rules to check before you send

Two areas of Turkish law commonly come up. Law No. 6563 on the regulation of electronic commerce covers commercial electronic messages, and the national message management system (İYS) is tied to it. Law No. 6698 on the protection of personal data (KVKK) covers how you collect and store customer details. How these apply to WhatsApp messaging in your case is a legal question. Ask your own counsel to confirm, and keep your opt-in records in order.

Common pitfalls

PitfallWhat to do instead
Messaging contacts who never agreedCollect clear opt-in and store the record
Starting without a handoffName the person or team who takes over, and when
Templates written only in EnglishWrite in the language your customer reads
Expecting the API to look like the phone appPlan the inbox and tools your team will use
Assuming prices from an old articleConfirm current charges with Meta and your provider
Automating everythingAutomate repeat questions and keep people on judgment calls

Where automation helps and where people stay

Automation is good at the first reply, collecting the details a team needs, and qualifying an enquiry so the next step does not get lost. People should keep decisions about exceptions, complaints and anything sensitive. A good setup shows the team the whole conversation when they step in.
